Improved processing when uploading an empty file.

Fixed a bug in which, after solving the previous problem, when the above problem format was displayed as the next problem, if the problem text was long, the top of the problem text was not visible and the problem text was scrolled.If the text of the question and the answer column fit on the same screen, the cursor will automatically move to the answer column.
Even if the answer doesn't fit in one screen, it was set to automatically move the cursor to the answer column before 5.0.24, which caused this phenomenon.
