New function notice: SCORM teaching material upload function

In the next release of learningBOX.SCORMIt is expected to implement the ability to upload materials for Initially, we plan to support single SCO SCORM1.2 packages. In the future, we plan to support newer SCORM versions and to support registration of courses consisting of multiple SCOs.
